A member of an old Scots-Irish family, Macartney studied at Trinity College (M.A., 1759) in Dublin. He was knighted and appointed envoy extraordinary to Russia in 1764 and, on his return, entered Parliament, becoming chief secretary for Ireland (1769-72). The Cape of Good Hope (also called Cape Province) was formerly the largest of four traditional provinces in South Africa, occupying the southern extremity of the African continent. The first European settlement in southern Africa was established in 1652 by the Dutch East India Company at Table Bay (which became Cape Town).
